に基づいて and を基にする

に基づいて
Basis for
に基づいて indicates the thing used as the basis for something else.
Typically this is truth, reality, or experience.
Examples
- 事実に基づいている – Based on reality.
- 推測に基づいている – Based on an assumption.
- 経験に基づいて推測する – Guess based on experience
- 古代ギリシャの文化に基づいて立てた町だ – A village based on ancient Greek culture (Design).
- 実話に基づいた映画. – A movie based on a true story.
- 親の考えに基づいた教育が行われる – Education based on the thoughts of the parents.
を基にする
Based on
を基にする means the same thing as に基づいて.
Can be translated as “From” most of the time.

- 彼のアイデアを基に作られた – Made based on his idea.
- 経験を基にアドバイスする – Give advice based on experience.
- 本を基にして作られた – Made based on a book.
- ひらがなは漢字を基にして作られた- Hiragana was made based on Kanji.
- データを基にレポートを作成する – Create a report based on data.

に基づいて – Basis for/Guideline for/Built around
The difference between を基にする and に基づいて doesn’t really matter that much most of the time.
Researching answer to this question, a lot of Japanese people find the difference to be “minor” or “none“.
The answers I found include things like this:
- を基にする is the original “base”; which was transformed or changed in some way.
- に基づいて is built upon or around, and is unchanged. it is the basis (guideline) or structure for what comes after.
- を基にする – Theme, Material, Basis from which something was created
- に基づいて – Standard, Foundation on which something was based
- に基づいて is closer to に従って in meaning than を基にする
- に基づいて sounds more formal than を基にする
Although “Changed” and “Unchanged” are in red, this shouldn’t be taken as a hard requirement.
I find that をもとに can most of the time be replaced with “From”, which is not always true for に基づいて.
