といっても

といっても is a phrase that functions as a conjunction. It is essentially an application of 言う and ても
It accepts a statement as true, then offers something counter to it.
Typically, this specifies the degree to which the statement is true. (I drink, but not much). 
It’s basically another way to say but, and is most similar in usage to が(but) and ても.

Examples

• 彼は強いと言っても、しょせんは人間だ – Even though (I) say he is strong,(but) he’s still human. 
• 猫が好きだと言っても、飼いたいと思っていない – Even though I say I like cats, I don’t want to keep one (as a pet).
• 静だと言っても、セミの鳴き声がまだ聞こえた – Even though I said it was quiet, I could still hear the cicadas.
• 酒は飲まないと言っても、宴会では飲む。- Even though I say I don’t drink, I’ll drink at parties.
• 楽しかったと言っても、またやりたいわけではない – Even though it was fun, its not like I want to go again. 

This phrase can sometimes be と言われても. (けいご/passive). 

• 大丈夫だと言われても、僕はしない – Even though/if it is said to be ok, I don’t do it.
  
  

Comparison with ても

といっても and ても differ in that:
といっても reports what is said to be the case, accepts it as true, then specifies a degree
ても merely talks about the possibility of something happening. 

• 雪が降ると言っても、あまり降らないから大丈夫
  Even though (Someone said) its supposed to snow, its not going to be a lot so its ok. 
• 雪が降っても、大丈夫だ。 
  It’s ok even if it does snow. 
• 雪が降っても、あまり降らないと思うから大丈夫だ。
  Even if it snows, I don’t think it’ll snow a lot, so it will be ok.
