にかけて

にかけて is a phrase meaning “over a vague span“. Typically this is with time words, but may be used with an area as well.
にかけて is used when the start and finish or area is not clearly defined.
The action must occur repeatedly or continually over the span.

から is also frequently used with にかけて.

Examples

  • 1月から3月にかけて行われる
    It will be held from (sometime in) January to March. 

  • 九州から本州にかけて大雨がふる
    Heavy rain will fall from Kyuushuu to Honshuu. (Probably not the entire regions but portions)

  • 20代から30代にかけて弟は無職だった
    My brother was unemployed in his 20’s to his 30’s.

You may see かけて used with spans. かけて expresses “Use time for”
This is “Use” かける. 

Examples

  • 12月かけて仕事を終わらせる
    Use December to finish my work.

  • 今週末かけてウエブサイトをきれいにする
    Use this weekend to pretty up my website. 

  • 今日かけて掃除する
    Use today to clean. 

  • 1月から2月かけて旅行する
    Use January and February to travel. 

にかけては

When it comes to X, Better than anyone
Noun + にかけては

Adding は to にかけて changes it into an expression, with a completely different meaning.
にかけて emphasizes a field, specialty, or area for which something is true.
This is usually a positive statement, and is very commonly used for statements like ”自身がある” or “負けない”, 

Although more rare, you may also combine it with a noun by using にかけて

Examples

  • 料理にかけて、誰にも負けない自信がある
    When it comes to cooking, I have confidence I won’t loose to anyone.

  • パソコンにかけてここの誰よりもできる
    When it comes to computers, better than anyone here.

  • 言語学にかけて、彼の右にでる人はいない
    When it comes to linguistics, no one is better.

  • 日本語にかけて知識には自信がある
    I have confidence in my knowledge concerning Japanese.
